al-Busaidi told the Ambassador on December 12 that Minister
Responsible for Foreign Affairs Yusef bin Alawi will attend
the December 17 donors conference in Paris to support
Palestinian reform and capacity building. Sayyid Badr
further stated that although the Omani government had not yet
made a firm decision on the amount of its contribution, it
was considering a pledge of roughly USD 30 million, to be
paid out over the course of several years, that would be
earmarked "specifically for education." (Note: Sayyid Badr
asked the Ambassador to keep this amount in confidence as he
had not shared it in response to an inquiry from the French
ambassador. End Note.) The Secretary-General added that he
was not aware of the donation plans of other GCC countries.
