1. (C) On December 3, DCM demarched MFA North AMERICA
Department Director Igor Neverov on Iranian attempts to
procure equipment with nuclear weapons applications through a
Russian firm, underscoring that the specialized cameras are
possibly controlled by the Nuclear Suppliers Group (ref A).
DCM urged the GOR to investigate and, as necessary, stop the
potential transfer. Neverov welcomed the specificity of our
information and assured us that the GOR would look into the
matter immediately.
2. (C) DCM also delivered points on the continued detention
of a Russian citizen at the U.S. Naval Base in Guantanamo
Bay, Cuba (ref B). DCM informed Neverov that the U.S.
anticipated another administrative review board (ARB) on this
individual next year, and encouraged Russia to submit any
information for the ARB to consider by the end of February,
noting that any information submitted after February 29 would
still be considered. Neverov was unaware of this case and
said he would pass the information to the competent
authorities immediately.
