(C) On November 13, Deputy Foreign Minister Aleksandr
Losyukov assured the Ambassador that the GOR recognized the
importance of following through with its commitment to
provide heavy fuel oil (HFO) to the DPRK. Losyukov confirmed
that the Russian Cabinet formally approved delivery during
its meeting the week of November 4. The GOR still had to
work out "technicalities," such as which company would supply
the 50,000 ton tranche of HFO to the DPRK in late November.
Losyukov said the GOR understood the urgency of the matter
and he would personally look into the technical details in
order to update the Ambassador later this week on what
progress had been made. We have scheduled a separate meeting
at the Ministry of Finance to reiterate reftel concerns.
