nonpaper to DVBR Military-Strategic Problems Section Head
Vassily Boryak and DVBR First Secretary Oleg Kovalenko.
Boryak and Kovalenko responded by saying that they believed
New Zealand's proposal is unrealistic for many of the reasons
stated in reftel. They are confident that Russia will join
the U.S. in opposing this draft resolution.
