(C) We delivered reftel non-paper on August 10 to Maria
Visloguzova, First Secretary, MFA Department on New
Challenges and Threats. Visloguzova stated that the MFA had
been made aware of the contents of the non-paper a day
earlier by the GOR's UN Mission. While unable to provide a
detailed response to the non-paper, Visloguzova explained
that the initial reaction within the MFA has been positive
and she believes the GOR will support several of the US
recommendations for improving the UN's contribution to
international counter terrorism efforts. The GOR's official
response will be made through its UN Mission.
