1. (SBU) On July 25, 2007, we shared reftel information concerning
the 2008 NPT PrepCom with Mikhail Kondratenkov, Second Secretary in
the MFA's Department of Security and Disarmament Affairs.
Kondratenkov told us on July 27, 2007 that Anatoliy Antonov,
Director of the same office, will likely head the Russian delegation
to the 2008 PrepCom. Antonov is also expected to lead the Russian
delegation to the IAEA Board of Governors and General Conference
Meetings in Vienna in September. Konstantin Pulikovskiy, the head
of the Russian Federal Service for Ecological, Technological, and
Nuclear Supervision (Rostekhnadzor),is also expected to attend.
