(S) On July 19, we passed reftel documents concerning
post-START transparency measures to Vitaliy Boryak, Chief of
the START/ABM Section in the Foreign Ministry's Disarmament
and Security Affairs Department (DVBR). Boryak appreciated
receipt of the documents and said he would ensure that Deputy
Foreign Minister Sergey Kislyak received them immediately.
Boryak also said he would try to transmit copies of the
documents to DVBR Director Anatoliy Antonov in New York prior
to his meeting later today with A/S De Sutter. Boryak
otherwise had no substantive comment.
