(C) We shared ref A information regarding U.S.
implementation of UNSCR 1747 (Iran) with Vladimir Safronkov,
the MFA's UN Political Affairs Section Chief. Safronkov said
that Russia had filed its interim report with the UNSCR 1747
Sanctions Committee last week. He said that the presidential
decree implementing sanctions under UNSCRs 1737 and 1747
remained in the interagency clearance process (see ref B).
He would not offer a time frame for the approval of the
decree, but noted that the adoption of a presidential decree
implementing the UNSCR 1718 sanctions on the DPRK was a
positive sign that the GOR interagency would address
proliferation-related financial sanctions.
