(C) Post delivered reftel points on the Revival of Islamic Heritage Society (RIHS) to the MFA's Department of International Organizations and the Department of New Threats and Challenges. Vladimir Prokhorov, Senior Legal Advisor in the Department of New Threats and Challenges, responded that the GOR might support a proposal for a 1267 designation of the RIHS in Russia. He suggested that no one in the GOR would offer more than "support in principle" without seeing an actual proposal. He also expressed interest in any information the USG would be willing to share about the RIHS in Russia, particularly since the GOR's terrorist organization designation in mid-2006. ¶2. (C) Prokhorov speculated that a unilateral USG designation of the RIHS in Russia under E.O. 13224 would not be well received. He conceded that such a move would show support for Russia's own action. However, his opinion was that this aspect would be overshadowed if the USG "bypassed" the 1267 process. BURNS
