(C) Responding to reftel B request by DFM Saltanov for
information regarding the U.S. response to the January 10
attack on the Russian Embassy in Baghdad, we passed on ref A
information, noting that it had been shared in Baghdad on
January 17. Ivan Molotkov, Chief of the MFA Iraq Section,
thanked us for the information. He reiterated DFM Saltanov's
view that Multinational Forces had a responsibility under the
Vienna Convention to protect diplomatic premises in Iraq. He
noted that the Iraqi government was investigating the attack,
but the Russians had no information on the identity of the
assailants nor had any group yet claimed responsibility.
