Harding, for reasons 1.4 (B) and (D) ¶1. (SBU) Issues contained in reftel demarche request were raised with Third Secretary Gabriela Sibila, Department of Multilateral Affairs, on September 19, 2007. The GOU had no comment. ¶2. (C) Concurrently, Acting DCM contacted the Dutch Ambassador to Uruguay, who indicated that the Dutch had not received any instructions from Amsterdam to raise the issue of the Special Tribunal for Lebanon with the GOU. The Netherlands' Ambassador further stated that although he believes the GOU will be politically supportive of the tribunal, he feels that the GOU will not "give a penny" to support the effort financially. ¶3. (U) Any further information on reftel issue will be reported via separate telegram. Baxter
