1. (SBU) Per instructions reftel, Embassy delivered subject
diplomatic note No. 029 dated February 13, 2007 to the
Uruguayan Ministry of Foreign Affairs. On February 23,
Embassy received the GOU's reply note from the office of the
Presidency dated February 23, 2007 agreeing to the conditions
set forth in the text of the Embassy's diplomatic note.


2. (SBU) The GOU's reply reads as follows:

"To Mr. Ambassador of the United States of America,
Mr. Frank Baxter:

Of my highest consideration:

I have the honor to communicate to you that the President of
the Republic accepts the requests made by your Embassy in its
Note No. 029 of February 13, 2007 regarding the upcoming
visit of President Bush to Uruguay.

As a result, in accordance with what is proposed in your
note, I ask that you accept this note as our answer and
acceptance, thereby putting the agreement with its proposals
into effect.

Without further ado, I take the opportunity to reiterate to
you, Mr. Ambassador, the assurances of my highest esteem.
