1. (SBU) M. Moussa Cisse a/k/a Mamadee KAMARA, former Chief
of Presidential Protocol for former President Charles Taylor,
who was an individual subject to the measures imposed by
paragraph 4 of Security Council Resolution 1521 (2003)
concerning Liberia, has died in Liberia. JFK Hospital
Medical Records and Statistics Department Director Gregory
Mennoh told Political Assistant and Consular Investigator
June 5 that Cisse died at the JFK Hospital on April 15, 2007.
Mennoh said Cisse's family has been provided with his death
certificate. Mennoh said Embassy could see a copy of the
death certificate only if it sent a letter to the JFK
Hospital Administrator making such a request. Please advise
if Washington would like Embassy to send such a letter.
Ministry of Health Director of Vital Statistics Victoria Saye
told Consular Investigator June 1 and 4 that no death
certificate for Moussa Cisse exists at the Ministry of
Health.
2. (SBU) Mustafa Mohammed Sheriff, caretaker at the Salafiya
Mosque located on Front Street in Monrovia, told Political
Assistant and Consular Investigator June 5 that he helped
wash and prepare Cisse's body for burial. Sheriff said Cisse
was buried at the Muslim Cemetery located on Old Road in
Monrovia. The cemetery caretaker, Mohammed Jalloh, confirmed
that Cisse was buried there.
3. (SBU) Embassy has been unable to confirm whether Cisse
left a last will and testament or who his next of kin may be.
