1. (SBU) Embassy delivered reftel demarche May 16 to Ministry
of Foreign Affairs Acting Minister for American Affairs Moiba
Fofana. Fofana said he would brief Minister of Foreign
Affairs George Wallace on the demarche.
2. (SBU) Fofana requested the full text of the Hague Code of
Conduct (HCOC) and the "nil form." Please e-mail these
documents to eirizs@state.gov so that Embassy can pass them
on to Fofana
