(SBU) On September 12, DCM and Acting Pol/Econ Chief delivered
reftel points to Sergey Sergeyev, Head of the MFA USA and Canada
Department, and Andrey Rzheusskiy, Counselor of the USA and Canada
Office. Although Sergeyev was uncertain regarding which GOB
representatives would attend the upcoming OSCE Human Dimensions
meeting, he expressed the GOB's interest in participating and
requested more information about the members of the U.S. delegation.
DCM also provided Sergeyev a copy of Spokesman Sean McCormack's
September 11 statement. Reacting to the statement's pledge to
maintain and strengthen U.S. sanctions against those responsible for
repression, Sergeyev replied that the GOB's offer for improved
relations with the U.S. still stands, but did not directly respond
to U.S. calls for the release of Belarus' political prisoners.
