SUBJECT: NEW WAY FORWARD ON IRAQ: MAINTAINING PARTICIPATION
IN THE IRAQ COALITION
REF: STATE 54925
Classified By: Charge d'Affaires James Dudley for reasons 1.5 (b/d)
The Mozambican government does not have the ability or, at
present, the will to contribute military or civilian
resources to aid the Coalition effort in Iraq. The Armed
Forces of Mozambique are, generally speaking, poorly trained
and ill equipped. At most, the Mozambican government may be
able and willing to contribute military or civilian resources
to assist in resolving conflicts on the African continent,
depending on the circumstances. At present, Mozambique only
would be able to contribute a small peacekeeping force of
several hundred men, maximum, along with only light weapons,
toward any such African peacekeeping operation.
