Post proposes the following anti-trafficking in persons projects in response to reftel: A) Name of Applicant: Terre de Hommes Germany Southern Africa Coordinating Office B) Requested Funding: $558,180 C) Project Title: Combating Trafficking of Children in Southern Africa (Regional project) D) Project Duration: Two years E) Proposal Abstract: The project seeks to ensure the protection of children through coordinated education and public awareness programs, capacity building workshops, and the lobbying of decision- makers in individual countries and regional blocs to ensure child protection and counter the recent increase in child trafficking in Angola, Malawi, Mozambique, Namibia, Swaziland, Zimbabwe and Zambia, as countries of origin and transit, as well South Africa as a country of destination and transit. The actions of the campaign will target key risky areas where children are recruited and in the places of transit namely major cities in the coastal areas, poor rural areas, villages by international borders mainly with South Africa. The project includes a multiplier effect. F) Post's comments: This is an ambitious proposal but one that the organization is capable of achieving, particularly in light of its numerous partnerships with NGOs in the mentioned countries. The budget is a bit high and, on a technical note, the proposal did not include resumes. However, post is very familiar with the organization (particularly its coordinator), which has a strong record conducting successful anti-trafficking projects in Mozambique in recent years. Post understands that the project would be managed from Mozambique, where the NGO is based, but will be implemented as a regional project in the countries named above. ¶2. A) Name of Applicant: Rede CAME (Network Against the Abuse of Minors) B) Requested Funding: $472,217 C) Project Title: Preventing the Trafficking of Children and Women in Mozambique D) Project Duration: Two years E) Proposal Abstract: Rede CAME intends to reinforce cooperation between civil society and the justice sector to create a more favorable environment for combating trafficking in persons. Red CAME also will utilize its large network of NGO partners to continue to lobby for the passage of a specific law against trafficking in persons and will assist in disseminating the law by producing a procedural guide for legal processing of perpetrators of trafficking as well as assistance to trafficking victims. Red CAME also intends to focus on prevention by designing a training manual for the police and border guards and conducting train-the-trainer sessions to ensure a multiplier effect. Finally, Red CAME will utilize its partners to help shelter trafficking victims and ensure they receive psychological assistance and vocational training for eventual social reintegration. F) Post thoughts: Red CAME has an impressive network of established partners to work with, including a shelter for victims, women's rights groups, judicial watchdogs, police groups, and other anti-trafficking NGOS. This is a major factor when considering the projects prospects for success. Red CAME was also a major player working with the government to draft a comprehensive law on trafficking, and part of this project is a follow-up: ensuring its passage as well as country-wide dissemination. Red CAME MAPUTO 00000464 002 OF 002 received DHRF funding in 2005 to disseminate information on the child protection law and received USAID funding in 2006 to contribute to the draft trafficking in persons law. In both cases post has been very impressed with the work carried out by Red CAME. DUDLEY
