1. (SBU) The Philippines will likely become a partner nation
in the Global Initiative to Combat Nuclear Terrorism
(reftel),according to Alan Deniega, Department of Foreign
Affairs' (DFA) Director for International Political, Legal,
and Security Affairs in the Office of United Nations and
International Organizations. Deniega stated that the DFA
supports this move and is now in the process of obtaining
what he expects will be pro forma concurrences from other
relevant agencies, including the Philippine Nuclear Research
Institute. Deniega expressed doubt, however, that the
Philippines would be ready to send a delegation to Kazakhstan
this summer.
