¶1. (SBU) Econoff delivered reftel demarche to the director of
the MFA's office of Arab Affairs, Zuhair Mandeel, on November
1, commending Bahrain's non-attendance of the last two Arab
League Central Boycott Office meetings and encouraging the
GOB to neither support nor send representatives to the next
meeting in Damascus, November 5-7, 2007.
¶2. (SBU) Mandeel confirmed that Bahrain would not send a
representative to the Damascus meeting. "Our position will
not change. We have taken the decision not to participate in
the boycott and we will not go back."
