(U) PolOffs delivered reftel points to MFA Director of
International Organizations Fouad Darwish on October 30.
Darwish believed Bahrain had sent a representative to the
donors conference in Khartoum. He agreed that the
Transitional Darfur Regional Authority (TDRA),ICRC, IFRC,
and other UN multilateral agencies were the appropriate
conduit for humanitarian assistance in Darfur.
