1. (U) Econoff August 1 delivered reftel demarche to MFA
Director for Bilateral Affairs Dhafer Al Umran. Al Umran
said that the GOB had signed the NTC, but had not yet
ratified it. He expressed support for the NTC and said the
GOB was working to ratify it soon.
2. (C) "Our biggest worry is Bushehr," said Al Umran,
referring to the Iranian facility about 200 miles north of
Manama. "What we are doing in the GCC is thinking long-term
on how to combat emergencies." He said the GCC was planning
to establish a disaster response center in Kuwait or Bahrain.
