(U) On September 17, Econoff delivered reftel demarche to
Director of Civil Aviation Carlos Salazar and to Ministry of
Finance Director of Budget Francisco Mena. Both thanked
econoff for the points, but stated that they would have to
analyze how the currency differences would affect Nicaragua's
payments before they could provide a response. Post will
