(SBU) ESTOFF and POLOFF delivered REFTEL A points on May 10 to MFA Disarmament Affairs Deputy Director General Ignacio Sanchez and met again on May 18 with Sanchez and MFA Counselor for Nuclear Non-Proliferation and Disarmament Carlos Torres to discuss Spain's participation in the Global Initiative to Combat Nuclear Terrorism. EMBOFFs welcomed the Government of Spain into the Initiative, and provided the MFA with the most current version of the Plan of Work, Terms of Reference, Statement of Principles, and other related documents, including U.S. and Russian Government POC information. We encouraged Spain to participate actively in the Initiative, and requested government-wide point of contact information for Spain. Sanchez replied that Madrid views the initiative positively and looks forward to active participation. Spain will be represented at the third meeting of the Global Initiative by Angel Lossada, MFA Director General (A/S equivalent) for Terrorism, Non-proliferation and Disarmament Affairs. Post has also been in contact with the Russian Embassy in Madrid and we are determining how to work together to support Spain's participation in the initiative. ¶2.
