(C) Per reftel, DCM talked with MFA PolDir Rafael Dezcallar
on May 3 about the importance of retaining the discussion of
missile defense in NATO and NATO Russia Council rather than
in the OSCE. Dezcallar said that Spain unequivocally
supports the US position. He clarified that FM Moratinos'
statement was a statement of principle - that the OSCE is a
forum for discussion of security issues - that did not relate
directly to this case. Dezcallar said that he had
participated in Moratinos' meetings in Madrid with Russian FM
Lavrov several weeks ago, and that while Lavrov had pressured
Moratinos on the missile defense issue, Moratinos had been
firm with Lavrov that missile defense is a subject for
discussion in the NATO-Russia Council, not in the OSCE.
