(C) In advance of receipt of REF A, the Ambassador delivered
virtually identical points to Spanish Foreign Minister Miguel
Angel Moratinos during an April 19 meeting to discuss
Moratinos' April 1-3 visit to Havana. As discussed in REF B,
Moratinos said that he went to CUBA to personally assess the
political situation and to conclude political, economic, and
cultural agreements with the Cuban Government. The
Ambassador made clear the USG's deep disappointment with the
form and substance of his visit and informed Moratinos that
the USG would be working with other EU government's to
advocate a strong EU position in favor of a democratic
transition in Cuba. REF B contains a full readout of the
