(C) The DCM delivered reftel demarche to Spanish Director
General for Foreign Policy Rafael Dezcallar on March 2. The
DCM emphasized that consultation has been ongoing with Russia
and that the defense system has neither the design nor the
capacity to threaten Russia's nuclear capability. Dezcallar
responded that a Czech diplomat had visited him March 1 and
delivered an extensive briefing on the same topic, assuring
that the program was completely defensive and unthreatening
to Russia. Dezcallar said he had been puzzled by Russia's
threatening reaction and had assumed that there must not have
been sufficient consultation between the U.S. and Russia. He
was relieved to learn that such consultation had taken place.
Spain has no objection to the program.
