1. (C) DCM delivered reftel points October 31 to Spanish MFA
Director General for Foreign Policy Rafael Dezcallar. He
noted that the U.S. and Spain shared a strategic goal -- a
free and democratic Cuba -- but differed sharply on tactics.
The U.S. nevertheless wanted to work collaboratively with the
EU and Spain to promote human rights in Cuba, which the
Spanish had so often told us remained an important goal for
them even as they sought greater engagement with the regime.
The DCM stressed that Spain could play a key, constructive
role within the EU in finding ways we could work together on
this. He urged that Spain carefully consider the suggestions
being offered, and if any or all of them were acceptable, let
this become a basis for a cooperative effort.
2. (C) Dezcallar noted the U.S. proposals on cooperative
approaches were under discussion within the EU but said no
decisions had been reached. He promised to consider the
ideas being put forward by the U.S.
