to Ministry of Foreign Affairs (MFA) Terrorism Area Director
Ivo Pascual Herrera on 9/20/07. Pascual said he would
distribute the document further within the GOS. DCM
discussed the matter with MFA Director General for
International Affairs, Terrorism, Nonproliferation and
Disarmament, Angel Lossada, on 7/18/07 (see ref B). Lossada
was, in principle, willing to consider approaching Saudi
Arabia and South Africa but requested more information. The
written DEFT strategy we provided should provide a basis for
further discussions on this matter.
