(C) In an August 29 meeting with Ambassador Aguirre, Spanish
Foreign Minister Miguel Angel Moratinos repeated his request
(ref C) for a brief fifteen to twenty minute aside with
Secretary Rice at UNGA, specifically in his capacity as
SIPDIS
Chair-in-Office of the OSCE. The subject matter would be
general OSCE matters and more specifically the timeline for
Adapted CFE entry into force. Moratinos said that if it is
more convenient for the Secretary to receive him in
Washington, he is happy to meet there. Moratinos will be in
the United States from September 23-29 (ref B),but expressed
willingness to return to the U.S. at a subsequent date for a
meeting.
