(SBU) Per reftel instructions, Post notified the Spanish
Ministry of Defense (MOD) of the USG's decision to place
sanctions on Winter Aircraft Products for violations of the
Export Administration Regulations (EAR). On July 2, poloff
delivered reftel points and a copy of the Commerce
Department's Final Decison Order to CAPT Eladio Ferreiro of
the MOD's Directorate General for Armaments and
Material/International Relations section. Ferreiro agreed to
distribute the information among the members of the
Inter-Ministerial Regulatory Board on Foreign Trade in
Defense or Dual-Use Items (JIMDDU),though he said that the
GOS had already received notice of the USG action via the
Foreign Ministry.
