(S) Poloff discussed reftel points on the upcoming Shanghai
Cooperation Organization meeting with MOD Deputy DG for
Cooperation and Civil Defense BG Jose Munoz Castresana on May
¶14. Castresana said that Spain is interested in continuing
to use Manas air base. He reminded poloff that the GOS
responded effectively and cooperated closely with the US a
year ago when the Kyrgyzstan government tried to raise the
price of using Manas. Castresana said that he will raise the
issue with the MOD leadership when it returns from the NATO
Defense Ministerial in Brussels. Post will follow up with
MOD.
