1. (SBU) During the March 30 cabinet meeting chaired by Prime
Minister Jean-Claude Juncker, the Government of Luxembourg
approved submitting to Parliament a draft bill implementing
the extradition and MLAT agreements signed 23 June 2005
between the EU and U.S and those between the U.S. and
Luxembourg. This draft bill was submitted to Parliament 20
April and remains under review by the Committee on Judicial
Affairs. Post's contacts in this committee said the earliest
this bill could be voted on in Parliament is late May but,
this depends upon a favorable consultative opinion of the
Parliament,s upper chamber, the Council of State. Post sees
no opposition to the final approval of these agreements.
However, it is not likely that this bill will be passed
before Parliament,s August recess.
