(C) COMMENT: We assess that we will not receive any response from the GOL until 17 April at the earliest because of the ongoing discussions between the USG and GOL regarding the issue of missile defense and the Easter holiday in Luxembourg. We would not want to invite false expectations, but in past discussions regarding Guantanamo when the resettlement of detainees in Luxembourg was raised, our contacts did not dismiss the possibility.
