The UK will not block the Partnership for Democratic
Governance (PDG) at the July 12 OECD meeting, according to
Jeremy Armon, Governance Advisor at DFID responding to reftel
demarche. DFID will not support the PDG, as they remain
skeptical about its value added, but they will not vote
against it. Armon said DFID DG Mark Lowcock had approved
this position. Lowcock was unavailable to receive the
demarche directly. (Comment: DFID principals have been
difficult to reach in the last week due to the cabinet
reshuffle and changes at DFID. End Comment.) This message is
consistent with the UK position enunciated by Deputy Director
Graeme Teskey, also unavailable to meet this week, to S/P
Acting Director Waxman on May 22. At FCO, OECD Desk Natalie
Golding responded that DFID would set the UK position on PDG
for the July 12 vote.
