C O N F I D E N T I A L LONDON 001142 SIPDIS SIPDIS DEPARTMENT FOR DRL/MLGA JULIETA VALLS NOYES E.O. 12958: DECL: 03/23/2017 TAGS: PREL PHUM UNHCR UK SUBJECT: UK OPPOSED TO PERMANENT EXTENSION OF THE OCCUPIED TERRITORIES MANDATE AT UN HUMAN RIGHTS COUNCIL REF: STATE 35404 Classified By: PolCouns Richard M. Mills, reasons 1.4 (b & d). (C) UK Foreign and Commonwealth (FCO) Head of Middle East Peace Process Team Mark Bryson-Richardson told Poloff March 23 that HMG supports our reftel points and is opposed to an indefinite extension of the mandate of the Special Rapporteur on the Situation of Human Rights in the Palestinian Territories Occupied Since 1967. HMG agreed that the tabled resolution in the UN Human Rights Council (HRC) to extend the mandate was a procedural problem that could short-circuit the ongoing work of the Mandate Review Working Group and was inconsistent with the one-year extension already granted to HRC mandates. FCO also told us that HMG's position was consistent with the EU consensus to vote against this resolution, if the language requesting the extension remains in the resolution, but to abstain if the reference is removed.
