SANCTIONS WORKSHOP UNDER SLOVENIA'S EU PRESIDENCY

1. (SBU) In an October 30 meeting with Andrej Svetlicic from
the Legal Department at the Ministry of Foreign Affairs,
Emboffs invited Svetlicic and other senior Slovenian
officials attending the Lisbon financial sanctions workshop
to meet on November 28, immediately after the
Portuguese-hosted workshop, to discuss the next workshop
under Slovenia's EU presidency. Svetlicic informed us that
Andrej Slapnicar from the Security Policy Division at the MFA
will be the coordinator for the financial sanctions workshop,
which the Slovenes plan to conduct in Spring 2008. Svetlicic
said that Slapnicar has contacted the Portuguese and French
delegates in order to respond collectively to the
U.S.-proposed meeting. Svetlicic, who will attend the Lisbon
workshop with Slapnicar, did not expect any difficulties with
the proposed date and time for the discussion in Lisbon.
When Emboffs presented the suggestion of exploring charities
as a possible theme for the 2008 spring workshop, Svetlicic
agreed that it is a very interesting and relevant topic. He
added however, that Slovenia is currently not committed to
any one particular theme and plans to discuss possible themes
with the Portuguese and French.
