1. (C) On September 20, Blaz Masle from the MFA's Division
for Near East and Africa passed along the government's latest
position on an EU Border Mission for the Lebanon-Syria
border. Masle stated that Slovenia was in favor of a
fact-finding mission once the EU received agreements from
both governments. Slovenia had suggested that the EU wait
until a new government was formed in Lebanon that consented
to the border mission. In addition, Slovenia would like a
written agreement from Syria because Slovenia viewed Syria's
cooperation in the Hariri case as insufficient. According to
Masle, Slovenia also wanted any fact-finding mission to have
a clear mandate in its terms of reference. Masle noted that
the German pilot project on the northern part of the Lebanon
side of the border could possibly be transformed and expanded
into an EU Mission or put under an EU umbrella.
