First Secretary for Multilateral Affairs Alexis Aquino, who
reported that, despite Post's repeated interventions, Peru
has engaged in a vote-swap with Spain and will vote for
Spain's candidate in the subject election. Aquino did not
elaborate on the nature of the exchange, nor what support
Spain had promised in return.
