1. (U) Poloff met with Ministry of Foreign Affairs Deputy
Director of Political Affairs Warren Gunda on May 10 to
discuss reftel talking points. Gunda thanked Poloff for the
information, however offered no substantive comment as the
issue is largely being dealt with in the Ministry of Health.
On May 11 Poloff and USAID Health team colleagues met with
Ministry of Health Principal Secretary Chris Kang'ombe, who
will attend the Assembly session. Kang'ombe thanked mission
officials for the briefing, and promised to pass along the
information to the Minister of Health, who will also attend
the session in Geneva. Kang'ombe did not, however, offer
substantive comments on AI or smallpox, but seemed open to
the USG perspective on these two issues. Any further
