1. (C) Carlos Braganca Gomes (from Sao Tome and Principe)
was last month "sworn in" as the Executive Secretary of the
Gulf of Guinea Commission (GOGC) and has assumed his
responsibilities at the GOGC HQ in Luanda. Gomes recently
told Ambassador Walkley that until his swearing in he was
reluctant to engage in substantive discussions with
representatives (particularly military representatives) of
other countries or accept invitations to visit other
countries. Now, however, he seeks the opportunity to meet
with US military to discuss security issues (including
maritime security issues) in the Gulf of Guinea and the role
the GOGC may play.


2. (C) We believe it would be appropriate for Gomes to be
invited to USEUCOM or USNAVEUR for a briefing and
discussions. He can probably be most easily contacted
through our embassy in Luanda. FYI: Gomes speaks English.
