During a meeting with Ambassador Walkley in Sao Tome and Principe last week, Carlos Gomes said he will be traveling to Libreville March 5 to be "sworn in" as Executive Secretary of the Gulf of Guinea Commission (GGC) by President Omar Bongo. He plans to arrive in Luanda in early April and hopes to have the GGC Secretariat operating "before the end of April." 2 Gomes will have two Deputy Executive Secretaries:one from Nigeria (Ambassador Florentina Adenike Uonga) and one from Equatorial Guinea (not yet naed). In addition, there are to be two Directors one from Gabon (responsible for Administration)and one from Cameroon (responsible for Finance);neither has apparently yet been named. Gomes's term is for three years (with the possibility of one renewal). ¶3. Angola is providing funding, office space and housing for the first year. The GGC offices will initially be one floor of a former Banco Espirito Santo building. Housing is five condos in the Talatona area of Luanda. One of Gomes's first responsibilities will be to establish a formula for the funding of the GGC after the first year. ¶4.
