1. (SBU) On November 23, EmbOffs met with Ruben Vidaurre,
Ministry of Foreign Affairs Director of International
Organizations, and delivered reftel demarche with the caveat
that a diplomatic note regarding reftel would be delivered
shortly, following translation. Dip note 577/07 sent
November 27. At a follow-up meeting November 28, Vidaurre
said Mr. Prosper was an impressive candidate and that he
would bring the issue up with Vice-Foreign Minister after he
returned to the office in a week. Vidaurre would not
speculate on which candidate Bolivia would support and said
he would contact PolOff if the Vice-Minister provided any
additional information on the subject, which he added was not
a given.
