1. (C) On January 29, POLOFF met with MFA's Director of
International Organizations and delivered reftel demarche
regarding Iran's invitation to Bolivia (as G-77 President) to
visit its nuclear facilities. The director stated
"off-the-record" that the Foreign Ministry was not sending
its Ambassador or any other diplomat to Iran in response to
the invitation.
2. (C) Comment: Although the director emphasized that "no
diplomats" would attend, he left open the possibility that a
politician might visit Tehran, presumably not for the purpose
of visiting nuclear facilities. He referenced President
Morales' stated interest in relations with Iran, and then
explained that there is no way for him to know if the
president or some other high-level GOB official might travel
to Iran. We note that as recently as December (reftel) Vice
President Alvaro Garcia Linera has told us that the GOB fully
"understands" U.S. concerns on Iran and will step carefully
to avoid inflaming our concerns on this sensitive issue. End
Comment.
