SECSTATE 104051 ¶B. LA PAZ 2031 ¶1. (U) On July 31, Minister of Foreign Affairs and Worship David Choquehuanca approved our humanitarian assistance diplomatic note (reftel A). ¶2. (U) An informal translation of the GOB,s response reads as follows: The Republic of Bolivia Ministry of Foreign Affairs and Worship Classification: Ordinary La Paz, July 31, 2007 CITE: VREC-DAE-Cs-394/2007 Ref. Agreement on entry into and activities within Bolivia of civilian and military personnel of the United States Department of Defense Honorable Ambassador: I have the honor to write Your Excellency to acknowledge receipt of your diplomatic note No. 308 of July 27, 2007 which literally reads as follows: (Full Translation of English Version of Diplomatic Note) In this regard, I am pleased to express to Your Excellency the conformity of the Government of the Republic of Bolivia so that the words contained in your preceding diplomatic note constitute an agreement between our two governments, which will be in force effective today.
