(U) This is an interim report on the government of Bolivia's proposed delegation to the 62nd United Nations General Assembly. This cable is keyed to paragraph 8 of reftel. ¶A. Attendance of the Head of State. -- Name and title: Evo Morales Ayma, President of the Republic of Bolivia -- Arrival and departure dates to and from New York and other U.S. locations, and whether the Head of State will be present for the General Debate. President Morales will be in New York for the entire UNGA session. The plan is for the president to travel to New York on September 22 and return to Bolivia on or around September ¶29. President Morales has also expressed a desire to travel to Washington, D.C. to attend a private party in honor of a Bolivian-born soccer player. MFA contacts state President Morales will likely travel to other states, but were not sure of where as of August 2. MFA contacts stress that President Morales tends to make and alter his travel plans up until the last minute. President Morales plans to attend the General Debate. -- Whether spouse of the Head of State (if any) will travel to New York. If so, provide the spouse's name and title. President Morales is single. -- Whether interpretation would be required in a bilateral or multilateral meeting. If so, specify what language. The MFA states that the Bolivian mission to the United Nations will take care of interpretation requirements. ¶B. Attendance of the Head of Government. (If no plans to attend UNGA, so state.) -- Name and title. President Morales is also the Head of Government. -- Arrival and departure dates to and from New York and other U.S. locations, and whether the head of government will be present for the General Debate. David Choquehuanca Cespedes, Minister of Foreign Affairs and Worship -- Arrival and departure dates to and from New York and other U.S. locations, and whether the Foreign Minister will be present for the General Debate. According to the MFA the entire Bolivian delegation will travel with President Morales to New York and any other U.S. locations.
