FINAL PREPARATIONS
--------------
1. (C) The Bolivian Armed Forces are in the final stages of
preparing for the August 7 Armed Forces Day
military-indigenous parade in Santa Cruz. Eighth Division
Joint Chief of Staff Colonel Cueto told Post that the armed
forces will only protect El Trompillo military airport,
implying the national police are responsible for protecting
anything outside of the military base. The Commander of the
Santa Cruz departmental police told the press that "security
is guaranteed for the Independence Day celebrations."
Prefect Ruben Costas has announced he plans to attend the
parade but will leave if "Santa Cruz' dignity is attacked."
The Santa Cruz Civic Committee met until 1 a.m. on August 3
and agreed it will not participate in the parade as the
committee considers it "an offense to Santa Cruz." End
