On June 13, Econoff delivered the U.S. positions described in
ref A to Jimena Nasif and Miriam Siles from the Bolivian
Foreign Ministry's Office of Multilateral Relations. On June
25, Econoff delivered the U.S. positions from ref B to Jimena
Nasif and Eduardo Gallardo from the same office. Econoff
delivered both position papers to the Vice Minister of
Transportation Jose Kinn and Director General of Air
Transport Ronald Casso on June 28. According to Nasif,
Bolivia will likely send a representative from its Canadian
Embassy to attend the ICAO Assembly in September, rather than
sending someone from Bolivia. However, Kinn said that Casso
may attend. As of June 29, the GOB had not yet formulated a
response to the U.S. positions nor prepared any working
papers to present at the Assembly. We will continue to seek
feedback prior to the September meeting.
