1. (C) On May 10, Poloff delivered (reftel A) demarche to the
MFA's director of international organizations. According to
the director, the GOB still has not made a decision regarding
Belarus' candidacy. In a May 3 (reftel B) meeting on this
issue, the director mentioned that Belarus had approached
Bolivian delegations at recent non-aligned countries'
meetings seeking Bolivian support on UN votes relating to
Belarus. He explained that the GOB has never acted upon
Belarus' requests. Nevertheless, Bolivia was one of the
nineteen countries that did not vote in the December 2006 UN
resolution condemning Belarus' human rights record.
2. (C) Comment: Given that Bolivia is itself a candidate for
the Human Rights Council (HRC),the GOB will likely avoid
voting in favor of Belarus, but still may choose to abstain.
The director explained that Bolivia's UN missions in Geneva
and New York have approached several countries (mostly in
Europe) for endorsements of its HRC candidacy. End Comment.
