1. (U) We drew on ref A October 23 to brief MFA Arms Control
and Military Technical Cooperation Department Director
Volodymyr Belashov and Counselor Rustam Rustamov on the
results of the U.S.-Russia "2-plus-2" discussions held
October 12-13 in Moscow. Belashov, who was on his way the
same afternoon to a CFE-related meeting in Vienna, noted the
information was very timely and thanked us.


2. (C) On the Intermediate Range Nuclear Forces (INF) treaty,
Belashov noted that, while Ukraine is not a party to the
treaty, it had decided in 1992 to voluntarily observe the
treaty's requirements. He expressed understanding of the
Russian desire to expand INF requirements to other countries,
but also noted that public statements by Russian officials
indicated a Russian willingness to abandon the INF treaty if
its provisions were not expanded to include other countries.
Belashov also expressed skepticism that the Russians would be
willing to undertake any additional steps regarding Georgia
and Moldova to meet their Istanbul commitments.
