(C) We provided ref A report October 23 to MFA Arms Control and Military Technical Cooperation Department Director Volodymyr Belashov. At the same time, we provided information copies of U.S. papers and positions contained refs B-E (on space launch vehicles and ballistic missiles, U.S. proposal on MTCR outreach, Iranian front companies, end-use checks, and visas and intangible technologies). Finally, we took the opportunity to underscore U.S. willingness to hold a digital videoconference (DVC) to discuss the U.S. MTCR proposal on unmanned aerial vehicles. ¶2. (U) Belashov thanked us for the information, noting that it was timely in the run-up to the November 5-9 MTCR plenary in Athens. He had requested that the Foreign Ministry approve his participation in the Ukrainian delegation, which, however, would be headed by State Service for Export Control Director Yuriy Petrochenko. While the Cabinet of Ministers must still approve the composition of the Ukrainian delegation, Belashov noted that it would be the largest Ukrainian delegation to date for an MTCR plenary session, with representation, in addition to MFA, drawn from the Presidential Secretariat, the National Security and Defense Council (NSC equivalent) secretariat, Ministry of Defense, National Space Agency of Ukraine (NSAU),state arms export company Ukrspetsexport, and others. Belashov also welcomed our offer of a DVC, saying he would consult further with NSAU and other relevant Ukrainian government offices. ¶3.
